Well based on pics I saw of her young (1997, 199, etc) when she was not rail thin she did have some boobs. Does not mean those might not be helped somehow. be it bra, babies or plastic.

You can find pics of her from the same year going from aa cup (pic with no braa) to a full C.. just not possible naturally.. Besides that a woman grow AT THE MOST until 19 of age, and size will vary a TINY bit from weight loss/gain.. And she did not put on THAT much weight..

Actually there is a technique used in China that does various slapping of breasts over a few months that can perminantly increase a woman's breast size from an A to a C cup and doesnt harm them or deform them. She didnt do that obviously, but just saying it is possible, look it up.
Both pictures are Hilary Duff no question, but the first picture she is wearing a dress that smushes her boobs down. Plus, she was still a teenager back in 2006 where as now she is a young adult. She also could be on birth control now which can make your breasts bigger.
Since Hilary was 19 in 2006 it's quite possible her bust size has increased since then. When I was 19-20 I was a B cup and now I'm a D, not through putting on weight but I just grew up.
