Actually there is a technique used in China that does various slapping of breasts over a few months that can perminantly increase a woman's breast size from an A to a C cup and doesnt harm them or deform them. She didnt do that obviously, but just saying it is possible, look it up.

Both pictures are Hilary Duff no question, but the first picture she is wearing a dress that smushes her boobs down. Plus, she was still a teenager back in 2006 where as now she is a young adult. She also could be on birth control now which can make your breasts bigger.
Since Hilary was 19 in 2006 it's quite possible her bust size has increased since then. When I was 19-20 I was a B cup and now I'm a D, not through putting on weight but I just grew up.

I agree with you I think the before picture is her older sister not her. Plus I also agree with the comment that it is very likely she has just developed a late bloomer (if the before picture is her which I don't believe it is)
