i think it looks natural. the after picture looks a lot like my lips, and ive never had mine changed. itd be weird if your top lip was only 1/2 the size of your bottom, i think.
what was the surgeon thinking? the top lip is supposed to be only HALF the size of the bottom lip...not TWICE the size! gosh, it will look so obvious that she got work done because that proportion is not found in nature! if you are gonna get lip surgery, make sure you stick to the real world proportions, people.

Definitely don't think it was necessary, but the lips look great.
